ALPHA Team
Facilitator: Gary Milante, PhD., is an economist for the World Bank working on various aspects of development in the presence of conflict and fragility, and was a member of the project team that produced the World Development Report 2011 on Conflict, Security, and Development. He co-led development of the Carana simulation used in operations courses at the World Bank. He is also coeditor of the PAXsims website on conflict simulation (http://www.paxsims.org), and coeditor of a forthcoming issue of the academic journal Simulation & Gaming on “simulations and games to build peace.”
SME: Maj Tyrell O. Mayfield is a Political Affairs Strategist in the U.S. Air Force. Major Mayfield has held a number of squadron and wing level positions including a command tour at the 820th Base Defense Group as the Commander of the 823 Base Defense Squadron. He deployed his squadron to Haiti during Operation Unified Response and is the author of “Security In Humanitarian Operations,” Air Land Sea Bulletin, (Jan 2011) which discusses the challenges of security operations in HADR environments. He holds a MA in International Relations from the University of Oklahoma and an MA in National Security Studies from the Naval Postgraduate School in Monterey, California. Major Mayfield is currently participating in the Chairman Joint Chiefs of Staff (CJCS) directed Afghanistan Pakistan (AFPAK) Hands program and splits his time between Washington, D.C. and Kabul, Afghanistan.
BRAVO Team
Facilitator: Brian Train is a freelance game designer and writer. He has been playing wargames for over 30 years, and designing them for over 20, with over 25 published designs to date. His special interests in game design are irregular warfare, "pol-mil" games, and concepts of military and political influence in asymmetrical conflicts. His articles have been published in Command, Strategy & Tactics, World at War, MOVES, Cry Havoc! and Modern War magazines.
SME: David Becker spent three years at the US Embassy in Haiti serving as Stabilization Coordinator and Political Counselor to the US Ambassador, leading an experimental interagency DOD-funded program to restore Haitian government control to ungoverned violent urban slums by integrating security and development programs. In the aftermath of the earthquake, he served as the Political Advisor to the commander of US military relief efforts in Haiti, encouraging and shaping emergency relief efforts that would benefit Haiti over the long term. He has spent 21 of the last 27 years overseas in some of the world's most under-developed countries supporting security sector reform and local development efforts, most particularly in Guatemala and Colombia. Prior to Haiti, he served as the Political Advisor to the 4-star Commander of US Transportation Command from 2004-2006 supporting US forces deployed around the world, including military support for two other major disasters.
CHARLIE Team
Facilitator: Brant Guillory was, as the son of an Army officer, bitten by the military bug early, and started playing wargames with his father before his 8th birthday. His design and development work has included modern tactical- and operational-level combat, fantasy and sci-fi RPGs, training games for intelligence analysts, casual 4X games, and high-level counter-insurgency sims. He has also published several military reference guides. A 14-year Army veteran, he is the editor of GrogNews.com and a member of the management team at GrogHeads.com. When not trying to convince his wife he can make a living off of games, Brant spends time chasing his kids around the yard, hiking, playing soccer, and finding new and ever-more creative misspellings of his name.
SME: CPT Joshua Riojas deployed to Haiti in 2010 as part of JTF-Haiti, and worked closely with OCHA, MINUSTAH, the UN cluster system, USAID, the CDC, and various Haitian and international NGOs. In addition he served in Iraq as an artillery platoon leader in 2007 and Bogota as a civil affairs team leader in 2011. He is currently transitioning out of the Army and will begin studies at Harvard Business School next month.
